This is a Dugan Diamond HARVEST FLOWER Tumbler in Marigold.  This pattern is only known in Water Sets.

In his book, Carl Burns says he leans toward Diamond, but with no catalog proof, it is just his educated opinion.  In any case, this is a scarce tumbler in a scarcer color…

Circa 1909+ if Dugan; 1915+ if Diamond.
