Here is a Scarce US Glass #310 Candle Holder in Celeste Blue Stretch Glass.  This has a Optic Rays pattern also.  It is a crossover being both Carnival Glass and Stretch.  This sits flat on the base.

Circa 1915 to 20’s.

Approximate dimensions:

9 1/8 inches high.

2 1/4 inch top diameter.

5 inch base.
